I have brought back an 18 year old girl pre-Covid to Majestic Suites with no problem. However police found Nana Plaza had girls as young as 14 years working in one of the gogo bars there. Bars that were caught with underage employees were shutdown and the mamasan arrested. The short-time hotel rooms in Nana Plaza had to check the girls ID for their age from then on and record them in their log book failing which, the hotel will be suspended or shut down. I guess the practice was then enforced to all hotels in Thailand or at least Bangkok and Pattaya. Post-covid I have found some hotels do check and retain ID (Aspen Suites) and some do not (Hopeland Hotel). It all depends on the hotel you stay in. Going back to your question, the girls should at least be 18 years old if you want to bring back to the hotel but it also depends on the hotel's policy as what ARI23 mentioned in his example. -
Some hotels won't accept a guest under 20 year old. Example : Adelphi hotel in Pattaya.
